How To Fix Windows 10 Permissions

From the description of the issue, I understand that you are unable to take full ownership of the files and folders.
- Please be informed if you receive any error message/ error code.
I would recommend you to see if you are logged in administrator account, if not then enable it. Please follow the below steps.
Step 1: If this issue is confined to all the files and folders in your computer then,
I would suggest you to enable the built-in administrator account.
You need to run the command from an elevated command prompt. To do that follow the below steps:

Press the Windows key + R from the keyboard to open the Run Command Dialog Box.

Type cmd and right-click on the Command Prompt result that should appear.

This opens a list of options at the bottom. Select Run as administrator.

Accept the UAC (User Account Control) prompt.
-
Enter the following command to enable the hidden administrator account: net user administrator /active:yes
Step 2: If the issue is confined to particular folder or file then follow the below steps.
Use the following procedure to fix this as long as you don't reboot your machine:

Sign-in as an administrator on your computer.

Navigate to the folder where you're having the problem. Right-click and select Properties from the pop-up menu.

Under Properties | Security tab, click the Advanced button, then click "Change" owner on the Advanced Security Settings dialog (if you are already the owner, do this step anyway!), and in the resulting dialog enter whatever you want the owner to be

Now a new check-box appears labeled "Replace owner on sub-containers and objects"; check it.
-
Also check the box at the bottom "Replace all child object permission entries with inheritable permission entries from this object."

Make sure under the Permission entries grid that your current account has Full control (if not Edit or Add your account to be listed with full control). Finally hit Apply. This may take a while.

I am sure that you are trying to be as helpful as you can but you have not answered my question.
It appears that many people are having similar problems with permissions and read-only changes during Windows 10 installation.
Why is the Microsoft customer expected to sort out this messy problem?
I repeat and recite:
"Why don't Microsoft include an installation check or utility to make sure that permissions and read-only status under Windows 10 are the same as those in the previous Windows set-up?"

Thanks for the support - cannot get it to work though ...
I typed cmd in the dialog box - cmd being the program to run.
Then, I can type [enter], which will open the command window - but I first right click on the prompt - but do not see the "list of options" you mention in step 1 except for the well known "cut, paste, etc .... "
I just deleted all the frustrations I have so you do not have to read them - but they typed out naturally ... ;)

typing cmd gets you nothing. you can't click on the letter cmd and right click doesn't open a list of options. Why would you release such a frustratingly FLAWED OS

same problem and your solution isn't working. at this point i can only save to a USB and hope you come up with a usable answer. Obviously there is something missing between 2 & 3 on step one.

Are you not able to work with the files due to permission issue?

Hello. I had this problem and tried this and it worked. Thanks.
I think there is a clarification that needs to be made about starting the command prompt. You don't want to do the windows key + R to start it. You want to type it in the search box to the right of the windows start icon but don't push enter just wait for it to appear as a search result. Then right click on it and select Run as administrator. Everything else you said was accurate.
I don't know if you can edit your post but you may want to as this is the top search result coming up on google when you search for "windows 10 file permission problem".
